• Expression of Interest are invited for Technical Assistance (TA) Services to develop an Umbrella Investment Program Design and to Prioritize Investments for the Restoration of the Rivers surrounding Dhaka City (UIP Dhaka). Technical Assistance (TA) to develop an Umbrella Investment Program Design and to Prioritize Investments for the Restoration of the Rivers surrounding Dhaka City (UIP Dhaka).This assignment consists of the technical assistance services to design an Umbrella Investment Program and prioritize investments for the Restoration of the rivers surrounding Dhaka City (UIP Dhaka) and supporting activities which will help to accelerate the development, efficiency and sustainability of these investments. Objective 1.The objective of this assignment is to provide Technical Assistance (TA) services to support the design of an umbrella investment program to aid in the restoration of the rivers surrounding Dhaka City. Priority issues to be addressed include (i) rivers pollution control, (ii) prevention of illegal encroachment and managing use of Riverbanks, (iii) increasing circulation and navigability and (iv) beautification and improvement of living standards, (v)cleaning the riverbed,& (vi) improving water flows from the upstream. 2.The TA services intends to support the Government to efficiently develop, roll out and sustain investments to address the above-listed priority issues. The analysis will review existing material and then propose prioritized investments to be packaged in an umbrella investment program design (UIP-Dhaka) with the objective to optimize services and investments across urban-water system areas in terms of improving the overall quality of life and socio-economic development of the Dhaka rivers area, and with an emphasis on prioritizing the highest gains in the short-to-medium period. 3.The TA is structured in 7 activities, as below: 1.Review of Dhaka Rivers Master Plan (2019) and other relevant plans, such as DSMP and Clean Dhaka Master Plan 2018-2032, among others relevant documents 2.Update overall Dhaka River planning and database status 3.Propose a standard methodology for prioritizing potential projects under the UIP-Dhaka 4.Conceptualization a prioritized Umbrella Investment program that will generate the highest economic and social gains in the short-to-medium period and define a Study Influence Area and its development objectives 5.Recommend financing strategies for the prioritized proposed investment program 6.Recommendations on institutional mechanism of the prioritized areas/investments with careful consideration to ensure the programs viability and its sustainability 7.Conduct a high-level environment and social issue identification analysis for the prioritized proposed investment program Technical Guiding principles for this TA In identifying the building blocks of the UIP-Dhaka, the following principles will be followed: -The proposed program design should include activities that support institutional capacity building and institutional reform as needed. Institutional capacity requirements for multi-sectoral programs, coordination and integration of approaches and investments will need to be assessed. -Bangladesh overall, and Dhaka in particular, is one of the most vulnerable countries in the world to climate change impacts. Any technical solution proposed under the Program should take into account strengthening its climate resilience. -Selection and design of investments that are fit-for-purpose and consistent with the local capabilities in terms of funding and implementation capacity. The sustainability of investments and also the related water, urban and transport services should be considered throughout the TA process. -The concept should adopt a people-centric approach in which the investments are developed not only to improve the overall environment, but also to improve peoples quality of life and social-economic development opportunities in the Dhaka Rivers area of influence. -Any recommendations should be carefully consistent with Bangladeshs Laws, Regulation and Governance systems -The concept should identify projects that can be implemented in the short term, with the potential to support planning and investments in the longer term, so that there are steady and incremental improvements across the urban-river systems of Dhaka. -This TA is planned to be developed based on secondary data collection and analysis, supplemented by interviews, discussions and consultations with government and key stakeholders.
