• Dhaka-s transformation into a liveable andresilient city is critical for Bangladesh-s long-term development objective to become a higher-middleincome country in one generation, a development goal set by the government andan aspiration shared by the people.Dhaka, with ~22 million population, accounts for one-third of the urban population in Bangladesh currentlygenerates 35 percent of the country-s GDP and is also the country-sbest-performing city for access to skilled labour, an important driver forattracting industries and accounts for almost half of country-s formalemployment. However, Dhaka-srapid and unmanaged urbanisation has resulted in significant negativeenvironmental externalities including poor ecological and water quality of therivers, reduced management of river flows and drainage of the khals which hasresulted in increased flooding, and a lack of integration of water managementinto urban and land planning. The mismanagement of its rivers has exacerbatedthis predicament, aggravating threats to the city's natural resources, climateresilience, and overall quality of life. Consequently, Dhaka ranks at thebottom of global liveability rankings.Rapid urban expansion and industrialactivities in Dhaka have led to severe pollution in the rivers and canalssurrounding Dhaka. Dhaka is surrounded by five important rivers (Buriganga,Shitalakhya, Balu, Turag, and Dhaleshwari) and 200 canals that support thesocial and economic life in the city - including drinking water, watertransportation, energy, jobs, ecosystem services and recreation. Four of theserivers have been declared as ecologically critical areas by the Governmentwhile High court has recently provided a high protection status to rivers as‘living entity-.
