  • Phone surveys have become an important tool forcollecting household data in low- and middle-income countries. They offerimportant advantages in terms of timeliness and lower costs of data production,but they are not suitable tools for all data needs, particularly those thatrequire more complex and time-consuming survey modules, which are better fitfor face-to-face surveys. As phone and face-to-face surveys are used incombination to generate more relevant and timely evidence, there is a need toexplore what kinds of data can be measured over the phone just as well as face-to-facesurvey data collection and investigate to what extent potential mode effects -whereby the survey mode itself affects survey responses - influence measurementand econometric analyses. A large literature examines mode effects inhigh-income settings (Bowling, 2005; JΓ€ckle et al., 2010) but there is littleevidence from lower-income contexts. An emerging methodological literatureexplores the utility of phone surveys for measuring and informing developmentpolicy and research in low- and middle-income countries (Brubaker et al., 2021;Abate et al., 2023; Anderson et al., 2024; Glazerman et al., 2023; Jeong etal., 2023; Markhof et al., 2025).TheWorld Bank Living Standards Measurement Study(LSMS) program isleading a project to assess survey mode effects. The project is supporting randomizedsurvey experiments that allow for the comparison of survey data collected overthe phone versus face-to-face, for an identical set of socioeconomic variables.In this respect, the LSMS is seeking to hire a consulting firm (hereafterβ€˜the Firm-), whichwill be responsible for implementing a randomized survey experiment that willbe used to measure survey mode effects in a sample of enumeration areas (EAs)in Bangladesh.
