Description:
Expression of Interest are invited for An end-of-program evaluation of the Bangladesh Investment Climate Fund Phase 2 (BICF2). Bangladesh Investment Climate Fund (BICF), an IFC investment climate advisory service program funded by the Foreign Commonwealth & Development Office (FCDO) of UK government, seeks to hire a consulting firm to undertake an end of BICF Phase 2 program evaluation. The OECD-DAC evaluation criteria will be used to assess accomplishments against the Program objectives. BICF was designed with the understanding that improving the investment climate of Bangladesh required a long-term strategic approach, while maintaining an atmosphere that encouraged innovation and lesson-learning to guide future program design. In that light, BICF has been implemented in two phases, BICF1 (2007-2015) and BICF2 (2016-2022). BICF2 program pillars are: Pillar 1: improving the core business operating environment, Pillar 2: support investment in industrial infrastructure for private sector, and Pillar 3: enhancing sector competitiveness and export diversification. This evaluation aims to assess the effectiveness of the BICF2 in achieving impact on improving business environment in Bangladesh and generating private investments and jobs. Furthermore, the evaluation will extract lessons emanated from the design and implementation of BICF2 interventions. A firm needs to propose a team must comprise of (but is not limited to): A team leader, an evaluation specialist with international experience in private sector development program evaluations particularly complex interventionsminimum 15 years of proven experience. Two investment climate /private sector development experts with minimum 10 years of economy wide and sector specific business reform evaluation and reform sustainability assessment experience.
