• Tenders are invited for Film Post-Production Workshop. Turning the Green Growth into Green Jobs in Bangladesh: Leveraging Korea-s Experience of Green Growth Strategy. Bangladesh has achieved remarkable social and economic growth over the past decades and reached the lower-middle-income status in 2015. However, Bangladesh remains deeply vulnerable to disasters induced by climate change and loss of livelihood and suffering from environmental pollutions. Vulnerable groups are disproportionately affected by disasters and environmental degradation. The COVID-19 pandemic is disrupting the growth scenarios. Bangladesh has introduced several policies to improve environmental safeguards, including the Bangladesh Climate Change Strategy and Action Plan 2009, 8th Five Year Plan, Mujib Climate Prosperity Plan, and the Delta Plan 2100 towards sustainable green economic growth. To implement such policies and ensure green growth leads to green jobs generation, greater and smarter investments in green technologies and green human resource development will be essential. The transition to a green economy in Bangladesh leads to substantial changes in policies, regulations, technologies, business practices, green and climate financing opportunities among others. The increasingly environmentally conscious global supply chains have also been impacting the adoption of green technology, green finance models and innovation in Bangladeshi industries, leading to greater demand for green tech, knowledge, skills, and jobs. However, the discourse around green growth and green jobs in the country is severely suffering from the lack of available evidence and human resources, which leads to inadequate policy actions taken by the government and low awareness and understanding of the private sector about promoting green jobs generation and green skills development. Currently, the visibility of green jobs and skills for green jobs are low and lack of identification of green jobs or practices. In Bangladesh, the World Bank will support green education and enhance understanding of the green economy and green skills among the youths. Leveraging Korea-s long-standing experience in Green Growth Strategy and current New Green Deals, a grant is being executed by the World Bank Education Global Practice and Environment, Natural Resources & Blue Economy (ENB) Global Practice in Bangladesh - “Turning the Green Growth into Green Jobs in Bangladesh: Leveraging Korea-s Experience of Green Growth Strategy” - funded by the Korea-World Bank Partnership Facility (KWPF). The grant aims to develop a strong evidence base on skills and education for green jobs in Bangladesh; and to build institutional capacity for promoting green growth and green job generation. Furthermore, the intervention will connect policymakers, future leaders, and green growth partitioners; and undertake a range of creative actions and campaigns to promote inter-ministerial institutional roles, awareness, adoption, and knowledge transfer by leveraging other countries- experience in Green Growth policy and implementation and current New Green Deals. The project activities will strengthen policy dialogue among government bodies such as: Ministry of Education, Ministry of Environment, Ministry of Industries, Ministry of Information and Communication Technology, Ministry of Agriculture, Ministry of Power and other relevant ministries from Bangladesh and Korea. Within the context of Bangladesh's film industry, the post-production sector holds immense potential for growth and development. However, the industry faces various hurdles, including limited access to advanced technologies, inadequate training facilities, and financial constraints. Addressing these challenges and unlocking the full potential of the post-production sector is paramount to supporting Bangladesh's economic and environmental sustainability. Estimated market potential of the content industry in Bangladesh is around USD 2 billion per year. These include the funds that go out of the country for purchasing these services as well as the potential remittance earning through offering competitive post-production services to India and other South Asian countries as well as to the global market. At the same time, the industry has potential of generating employment for at least 10,000 high-end professionals and more than hundred thousand hands on workers. To test the path of realizing this potential, a workshop is being envisioned to provide intensive training and skill development for emerging post-production professionals to make them market leads and master trainers for aspiring professionals. The Workshop will encompass critical technical aspects such as color grading and DI, sound design and mixing, Visual Effects (VFX), and more, while emphasizing their integration into the creative filmmaking process. The overarching goal of the workshop extends beyond skill development. It seeks to foster a green and sustainable film industry in Bangladesh, tapping into the potential of green job creation and promoting environmentally conscious practices. By nurturing local talent, streamlining workflows, and minimizing outsourcing, the film industry can significantly reduce its carbon footprint and embrace sustainability. Furthermore, The Workshop will explore sustainable facility design and operation, promoting energy efficiency, waste reduction, and renewable energy adoption. Environmental awareness will be actively promoted among post-production professionals, encouraging responsible practices, and aligning with Bangladesh's commitment to environmental conservation. Here are some ways in which the workshop can contribute to a greener and more sustainable future: ● Local sourcing: By developing local talent and facilities, the workshop can help to create a self-sustaining post-production ecosystem in Bangladesh, reducing the need for imports of talent and services. This can lead to a more stable and resilient industry that is less vulnerable to global market fluctuations, while also reducing the carbon footprint associated with importing talent. ● Efficient workflows: The workshop will focus on the latest post-production technologies and techniques that emphasize efficiency, including automated processes, cloud-based tools, and collaborative workflows. By implementing these practices in post-production facilities across Bangladesh, the industry can minimize the time and resources required to complete projects, reducing energy consumption and waste. ● Reduced outsourcing: By equipping local talent with the skills and knowledge necessary for high-quality post-production work, the workshop can help to reduce the amount of outsourcing of these services to other countries. This, in turn, can help to reduce the overall post-production costs significantly, not to mention reduce carbon footprint associated with transporting physical media back and forth across borders, as well as reduce the energy required to power remote teams. ● Sustainable facilities: As part of the workshop, the consultants can advise on sustainable facility design and operation, including strategies for energy efficiency, waste reduction, and renewable energy. By implementing these strategies, post-production facilities can operate with a smaller environmental impact while also reducing operational costs. ● Promoting environmental awareness: Finally, the workshop can help to raise awareness of environmental issues among post-production professionals in Bangladesh. By emphasizing the importance of sustainable practices and providing practical guidance on how to implement them, the workshop can help to foster a culture of environmental responsibility that extends beyond post-production and into the wider film industry. This can contribute to a more sustainable future for Bangladesh as a whole, by promoting environmental awareness and responsible practices among professionals in this key industry. This post-production workshop aligns with the World Bank's objectives of fostering inclusive and green growth by empowering local talent, encouraging innovation, and promoting sustainability. It represents a significant step towards positioning Bangladesh as a regional post-production hub, catalyzing economic growth, and contributing to its sustainable development journey.
