• Expression of Interest are invited for Due Diligence to Support Preparation of The Dhaka Rivers Ecological Restoration Program, Phase 1. The Government of Bangladesh (GoB) is preparing the Dhaka Rivers Ecological Restoration Program for potential investment financing by the World Bank and other development partners. The Phase 1 Project supports the implementation of the Bangladesh Delta Plan 2100 (BDP2100) and focuses on institutional strengthening and activities identified under the short-term plan of the 2020 Dhaka River Master Plan (DRMP) and the 2013 Dhaka Sewerage Master Plan (DSMP). The Program Development Objectives are: To restore the ecological health and transport capacity of the rivers and canals around Dhaka City by supporting the implementation of the Dhaka Rivers Master Plan. The long-term Program will cover Greater Dhakas five major rivers - Buriganga, Turag, Balu, Tongi, and Shitalakkhya - and their tributaries, but the impact may reach beyond the rivers into adjacent land. The Phase 1 of the Program (the Phase 1 project) will focus mainly on two distinct components: (1) Gazipur Wastewater Management PPP: likely a DBOT-HAM contract, blending public and private financing, to be processed by Ministry of Local Government/Gazipur City Corporation (MoLG/GCC). The preparation for this component is advanced, currently at Pre-Feasibility level, draft Resettlement Policy Framework, and draft Land Action Plan. (2) A cross-sector Institutional Development component, involving MoLG, Ministry of Water Resources (MoWR), the General Economic Division (GED)/Delta Wing, and the PPP Authority. This component would mainly aim at preparing the Program Phase 2. To process the Phase 1 project, the World Bank (WB) hereby seeks the services of a consultancy firm, to assist the WB team in performing its due diligence, including assisting the WB and GoB teams to transfer the global knowledge into the Phase 1 project. The consultancy effort is sought on two inter-linked activities: (1) around 70% of the effort on the due diligence on the Environmental and Social Framework (ESF); and (2) around 30% of the effort on the due diligence on the Development Project Performa (DPP) and readiness for Phase 1 implementation (e.g. draft COSTAB and draft two-year Procurement Plan, etc). Estimated inputs are: (a) International Key Experts: 5 person-months; (b) National Key Experts: 35 person-months; and (c) National Non-key Experts: 15 person-months.
