The Government of People's Republic of Bangladesh has received a loan [Loan 4178-BAN] from the Asian Development Bank (ADB) to partly finance the South Asia Subregional Economic Cooperation (SASEC) Integrated Trade Facilitation Sector Development Program (SDP). The National Board of Revenue (NBR) under the Internal Resource Division of Ministry of Finance and the Bangladesh Land Port Authority (BLPA) under Ministry of Shipping will implement the project part of the SDP, which will build Integrated Land Customs Stations (LCSs) and Land Ports (LPs) at Akhaura, Sonamasjid, Tamabil Border-Crossing Points (BCPs), and prepare detailed designs of the central customs facilities, and integrated LCSs and LPs at other BCPs. Part of project financing will be used to engage a Detailed Design Consulting (DDC) firm to provide consulting services for detailed design of Bibirbazar, Birol, Darshana, Sheora, Sonahat, and Teknaf BCPs. 2. The PIU of “SASEC Integrated Trade Facilitation Sector Development Project: NBR Part” (“the Client”), now invites Expression of Interest (EOI) in English from reputed eligible international consulting firms (“the interested Consultant”) from ADB member countries for short-listing in order to provide consulting services in the area of “Detailed Design Consulting Services (DDC)” 3. The scope of the consulting services ("the Services") is to prepare detailed designs of the central customs facilities in Dhaka, and integrated LCSs and LPs at other BCPs including Bibirbazar, Birol, Darshana, Sheora, Sonahat, and Teknaf as outlined in the Development Project Proposal (DPP) of GOB and Project Administrative Manual (PAM) of ADB. 4. The DDC Firm among others will carry out the following tasks: (a) prepare detailed designs of the central customs facilities in Dhaka, and integrated LCSs and LPs at other BCPs including Bibirbazar, Birol, Darshana, Sheora, Sonahat, and Teknaf based on the engineering designs prepared by the Project Preparatory Consultant (PPC) engaged under TA 9879-BAN: SASEC Integrated Trade Facilitation SDP; (b) make necessary update of the economic and financial analysis, initial environmental examinations (IEEs), resettlement plans, indigenous peoples plans, gender assessment report and gender action plan, and climate risk assessment and vulnerability reports prepared by PPC, in accordance with the prepared detailed designs; and (c) prepare bidding documents for works and goods following ADB-s standard bidding documents. Details tasks and responsibilities of Consultant are available in Terms of Reference (TOR) of the Services. 5. The PIU will conduct the short-listing of the interested consulting firms for the above- mentioned service. The firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The key qualifications and experiences of the Consulting firms required are as follows: (a) Technical Competence: general experience, specific experience in similar assignments (detailed design/detailed design review consulting services with comparable scale and technical specifications. Firms with previous experience in the integrated trade facilitation infrastructure development sector will be given preference); (b) Geographic Experience: experience in similar geographic area; (c) Summary of relevant permanent professional employees and resource persons. (d) Experience in working with Multilateral Development Banks - MDBs (i.e. ADB, World Bank etc.). 6. Expected date for commencement of the Services is December 2023 and it is to be implemented over 18 calendar months from the commencement date. It is anticipated that 190 person-months by National Key experts and 155 person-months of Non-key experts will be required. 7. The Consulting Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method following the Asian Development Bank (ADB) Procurement Policy (2017, as amended from time to time) and the Procurement Regulations for ADB Borrowers (2017, as amended from time to time). 8. According to the latest ADB procurement regulations, the REOI for this Consultant Service has been published electronically in the ADB Consultant Management System (CMS). The interested consulting firms are hereby advised to access the REOI through ADB CMS website. If any contradiction is found between ADB CMS website notice and newspapers & other website notice, the information on CMS notice shall prevail.
