• Southwest Area Integrated Water Resources Planning and Management - C-04 Consulting Services for Development of a Participatory Project Management Information System Approval Date: 30-Sep-2015 Deadline of Submitting EOI: 20-Sep-2021 11:59 PM Manila local time Estimated Short-listing Date: 17-Oct-2021 Estimated Commencement Date: 30-Jan-2022 Estimated Commencement Date: 198,500 USD Engagement Period: 20 MONTH Objective and Purpose of the Assignment The main objective of the assignment is to develop a web-enabled Geographical Information System (GIS) based MIS, that will enable the project as well as BWDB to make planning, monitoring, and maintenance of project works along with contractors and vendors management. It will also integrate existing MIS modules like project information, WMO management, O&M budgeting, progress monitoring, document management, structure information, GIS mapping, etc. The specific objectives are given below: (i) To store all relevant project information in the database, and retrieve the data based on various set criteria both in digital and GIS format; (ii) To determine rehabilitation or O&M need of project-s infrastructure, and prioritize the works for effective and efficient use of the limited resource; (iii) To track rehabilitation or O&M works of specific structures under a project on GIS platform at least for the last three years with reference to a specific year; (iv) To prepare budget and fund requirements for the rehabilitation or O&M works; (v) To monitor progress for ongoing and O&M projects or schemes of BWDB; (vi) To help the BWDB management in allocation of budget; (vii) To track the progress of project activities by package, contractor, the project, zone, circle, division, and constituency; (viii) To track the contractor-s completed and ongoing works under BWDB by development partner, zone, circle, division, and constituency as a whole to support tender evaluation process; (ix) Supporting subproject management offices- (SMO's) facilitation with WMAs and Joint Management Committee (JMCs) to prepare annual work plans covering O&M and socio-economic development of subproject or subunit areas; (x) Tracking O&M activities by WMG and WMA; (xi) Assist BWDB with project benefit monitoring and evaluation (comparing baseline conditions with mid-term evaluation and end-term evaluation); (xii) Inventory of structures belonging to various projects with images and videos; and (xiii) Developing a GIS interface to drill down up to the smallest features of the project.
