  • Analytical Work on The Effects of Heat on Health and Productivity. Bangladesh, among the most vulnerable countries in the world to the effects of climate change, has already experienced a 0.5°C increase in mean temperature recorded between 1976 and 2019 (using three-year moving averages). Summers are hotter and longer in 2019 compared to 1901 - temperatures between March and October have increased by 0.8°C to 1.3°C over this period. Similarly, the winters are shorter and warmer, with average temperature rising by 1.6°C to 1.9°C in November and December between 2019 and 1901. Urban centers such as the cities of Dhaka and Chattogram present unique contexts.Hot weather conditions (temperature spikes above the 80th percentile along with heat waves) can precipitate a host of adverse health outcomes. These include, but are not limited to, heat strokes, pregnancy complications, mental health conditions (such as depression or anxiety), diminished motor-cognitive functions, reduced productivity, and premature deaths. Children, the elderly, and specific groups like people with underlying conditions, low-income populations, and outdoor workers, have a higher risk for heat-related illnesses. Climate change is likely to interact with other issues such as an increase in the size and age of the population and urbanization, which can worsen heat-related health issues. Existing literature on Bangladesh assessing the effect of heat on human health is negligible, thus underscoring the importance of studying this phenomenon in further detail. The World Bank health team is undertaking an analytical work to determine the short-term effects of heat on human health using a combination of household data, localized weather conditions, and analysis of existing literature. A two-round panel survey will be administered to cover the summer and winter seasons on a sample representative of national and subnational levels (urban-rural, and major urban cities like Dhaka and Chattogram). In addition to basic demographic and socioeconomic data, the survey will amass data on short-term physical and mental conditions affected by exposure to heat.
