  • Nearly160,000 people died from PM2.5 ambient and household air pollutionin Bangladesh in 2019, equivalent to 18 percent of all deaths, with the cost ofPM2.5 reaching over 8 percent of GDP. Ambient annual PM2.5averaged 64 ยตg/m3 in Bangladesh nationwide and 84 ยตg/m3in the Greater Dhaka Area (GDA) in 2019. Controlling PM2.5air pollution is therefore viewed as a first environmental health priority. Uponrequest form the Government of Bangladesh (GoB), the World Bank is preparingthe Bangladesh Clean Air Project (BCAP) with two components: a) Strengtheningair quality governance; and b) Reducing PM2.5 and its precursors fromkey sectors. This ToR concerns reducingair emissions from power and heavy industry, which would provide recommendations for a proposed Phase 2 of the program and would build on a ContinuousEmissions Monitoring Program (CEMP) that would be supported under Phase 1.A first target for ambientair quality management (AQM) in Bangladesh is to reach the Bangladeshi airquality standard of 35 ยตg/m3 of annual average concentrations for PM2.5.The proposed BCAP would be a step in this direction.An initial cost-effectiveness analysis of air emissions control measures forimproving air quality in Bangladesh identified control of air emissions fromthe power sector and household adoption of clean cooking solutions as the twosector interventions with the largest cost-effective ambient PM2.5improvement potential both nationally and in the GDA. Additionally, controlling air emissions fromheavy industry and heavy-duty diesel vehicles especially in the GDA emerged as importantpriorities. Theobjective of this consultancy is to identify a set of effective interventions -policies, investments, and technical assistance - to control air emissions fromthe power and heavy industry sectors nationally (with a priority for those thatcontribute to pollution concentrations in the Greater Dhaka Area). This will involve controlof primary PM2.5 as well as PM2.5 precursors (SO2,NOx and VOCs)....
